In this quote, Cammie is talking about the things that govern her life. The death and constant absence of spy parents, and the knowledge that her dad died in a way that no one will ever know; in a secret way. These are the rules of the lives of spies, the society of Gallagher Girls. These rules of a spy's life govern the society of Gallagher Girls all over the world as they carry out their jobs.
